Ever since Bridget Driscoll became the first person hit and killed by an automobile more than 120 years ago, there has been a need to develop a legal structure to manage the dispute between conflicting parties. Lawmakers and regulators developed that legal system around the fundamental assumption that a human was driving a car, and the state regulates the driver, while the federal government regulates the automobile.
