A disruption to the disruption
AVs are often described in the media as a disruptive innovation set to dramatically change mobility — access, safety and cost. The impact may even shift land use patterns in cities and surrounding metropolitan areas. On March 18, 2018, this disruption was itself disrupted when an AV struck and killed Elaine Herzberg, while she crossed a street in Tempe, Arizona. This tragic incident is a reminder to policy makers that AV technology is far from being perfected and testing protocols should be refined and better monitored.
